How to convert JPG to PDF
- 1
Drop your JPG files
Add up to 200 photos at once. They are read by your own browser, so nothing is uploaded and nothing waits in a queue.
- 2
Set page size and order
Choose a page that fits each photo exactly, or A4 and Letter for printing, and set the margins. Put the photos in order with the arrows under “Images in order”; on a computer, you can also drag the thumbnails.
- 3
Download the PDF
One document comes back with a page per photo. Turn off merging to get a separate PDF for every image inside a ZIP.
A4 opens with 10 mm margins
The page opens with “A4” pressed under “Page”, “Match each photo” under “Orientation” and “Margins” at 10mm. Each photo is scaled to fit the sheet whole and centered. On October 22, 2026, we tried a 4032 × 3024 phone photo. At 0mm, it filled a landscape A4 sheet at 280 × 210 mm, from the top edge to the bottom one. That left 8.5 mm of white at each side. A 3024 × 4032 photo got a portrait sheet, edge to edge across its width. JPG to PDF itself starts on “Fit image”, which made the first photo a page of 142 × 107 cm. A print dialog has to shrink that to fit the paper.
0 or 10 millimeters of margin
At 0mm, nothing is cut off, but the photo runs right to two edges of the sheet. For a home printer, the questions below suggest 10 mm. We moved the “Margins” slider from 0 to 10, and the pages on the right were rebuilt in about a third of a second. The photo then measured 253 × 190 mm: 10 mm above and below, 21.8 mm at each side. It covered 77 percent of the sheet instead of 94. The margin is the same on all four sides and applies to every page.
Pixels per inch on paper
A4 changes how many pixels share each inch of paper, not the pixels themselves. Our 4032 × 3024 photo came to 366 pixels per inch at 0mm and 404 at 10 mm. A 1280 × 800 JPG, the size of a laptop screenshot, was enlarged to the full 297 mm width, at 109. That is about a third of the 300 used by PDF to JPG at 300 DPI. With “Match each photo”, every sheet turns to its photo, so one PDF can hold upright and sideways sheets. At 0mm, “Portrait” put our landscape photo on an upright sheet at 210 × 157.5 mm, with 70 mm blank above and below. A copy tagged as turned, the way phones save upright shots, came out upright too.
Weight, order and a smaller file
The sheet does not change the weight, since the photo goes in as it is. Our 5,328,211-byte photo made a 5,329,346-byte PDF and came back out byte for byte. Ten 3 MB photos became one 30 MB PDF in under a second, in Chrome on a 2023 Mac. Set the order with the arrows under “Images in order”; on a computer, you can also drag the thumbnails. A4 also lets Compress PDF shrink the file: on a sheet, it can take photos down to 150 pixels per inch. On October 21, 2026, Balanced made our A4 photo PDF 341 kB, against 1.6 MB from a “Fit image” page. Why is in our test of PDF sizes. The photos stay in your browser.
Your photos never leave this device
Everything happens inside the browser tab: the files are read from disk, assembled into a PDF and handed back as a download. Nothing is sent to a server, nothing is stored for us to delete later, and no account is needed. Passport scans, receipts and family pictures are safe to convert here, and once your first photos are in, the page keeps working with the connection switched off.
Frequently asked questions
Does converting JPG to PDF lose quality?
Not for a regular JPG. The photo is embedded as the same JPEG stream it already was, so it is never decoded and never compressed a second time. Extract the image from the finished PDF and you get back the file you put in, byte for byte. Three kinds are decoded and saved again at quality 92 first: progressive JPGs, CMYK JPGs and photos whose EXIF tag asks for a mirror image.
Why is the PDF about as large as my photos?
Because it contains them unchanged. A PDF is a container, not a compressor, so the document weighs the sum of the photos plus a few kilobytes of structure. If you need a smaller file, compress the finished PDF or resize the photos first.
How do I change the order of the pages?
Use the arrows next to each name under “Images in order”, or, on a computer, drag the thumbnails under “Images” into place. The pages of the PDF follow that order and are rebuilt after every move. The names of the files do not matter, so photos numbered out of sequence can still be arranged the way you want.
What does the fit page size do?
It makes every page exactly as large as the photo on it, measured at 72 points per inch. No scaling, no white borders and no cropping. Choose A4 or Letter instead when the document will be printed on real paper.
Why are my phone photos no longer sideways?
Phones save the picture as the sensor read it and note the rotation in an EXIF tag. This tool reads that tag and turns the page accordingly, so images that look rotated in simpler converters come out upright here. In our check on October 22, 2026, that held for photos turned left, right and upside down, with their bytes unchanged.
Can I get a separate PDF for every photo?
Yes. Turn off the merge switch and each image becomes its own one-page PDF, named after the original file. When there is more than one, they arrive together in a single ZIP archive.
Is there a limit on how many photos I can add?
Up to 200 files at a time, 100 megabytes each and 500 megabytes in total. For a larger set, convert it in batches and join the resulting documents with the merge tool, which keeps the order you give it.
Which margin should I use for printing?
Ten millimetres is a safe start for most home printers, which cannot print to the very edge of the sheet. Pair it with A4 or Letter rather than fit, so every page has the same size and the printer does not rescale them.
